Okay, the first part of that was largely rhetorical (the sales pitch). The part in parentheses (along with money laundering, trafficking in cocaine, heroin, prostitution … mercenary armies, etc...) was the reality. Maybe you should just unpack that sentence...

The United States government has never actually believed in Democracy (or democracy, for that matter). The one true religion here is Capitalism.
