In the 19th c. "combination" meant organized labor in England, and was outlawed. If you're interested in the history of common ground (as it relates to English culture, thus American and Australian) you might enjoy reading J L Hammond's The Village Labourer. Hammond was a socialist historian writing in the 1920's.
