Although the lifetime costs of renewables —particularly solar and wind power — have decreased substantially over the past decade, outpacing even coal and natural gas, significant barriers still impede their initial implementation.

I'm having a bit of difficulty understanding this statement. Are "renewables" more or less expensive than fossil fuels? How do you reckon "lifetime" for a technology that hasn't been implemented?
